Time-to-Fill is a post-mortem.
HRI is an early warning system.
Time-to-fill tells you what happened. The Hiring Reliability Index™ tells you what’s about to happen. One is a scorecard. The other is a monitoring system. They are not competing metrics — they operate at different points in the mandate timeline.
The Fundamental Problem
TTF arrives after the damage is done.
Time-to-fill is measured when a candidate accepts an offer. By that point, if the search took 18 weeks instead of 8, the cost has already been incurred. The pipeline gap has already existed. The revenue impact has already accrued.
TTF is a useful summary metric for quarterly reviews. It is useless for operational management of an active search.
Time-to-Fill (Lagging)
Measured at close. Tells you how long the search took. Useful for retrospective analysis. Has no predictive power. Cannot trigger an intervention. Is the industry’s default metric for a broken reason.
HRI (Leading)
Measured continuously. Tells you where the search is going. Useful for operational management. Triggers interventions before failure. Is the metric that makes mandate recovery possible.
What TTF Cannot See
The decay happens between status reports.
A mandate with a TTF of 14 weeks had an HRI of 74 in week 2, 61 in week 5, 48 in week 8, and 39 in week 11. Each of those drops was an intervention opportunity. None of them were visible in a TTF metric — or a weekly status email.
Every mandate that failed had a recoverable window. TTF will never show you that window. HRI shows you nothing but that window.
The Right Metric Stack
Use TTF for reporting. Use HRI for operations.
These metrics serve different audiences. TTF belongs in a quarterly business review. HRI belongs on a hiring operations dashboard, updated in real time, driving automated recovery actions when thresholds are breached.
Executive Reporting
Time-to-fill, offer acceptance rate, cost per hire. Backward-looking summaries that tell the story of what happened. Relevant once a quarter.
Operational Management
Hiring Reliability Index, pipeline velocity, outreach response rate, recruiter load. Forward-looking signals that drive action. Relevant every day.
Recovery Decisions
HRI score plus signal breakdown tells the recruiting team exactly which intervention to run — not a judgment call, a system recommendation based on what recovered similar mandates.
